The rules of the business, written down once.
Policies, standard operating procedures, templates and registers in four separated layers, each document controlled and numbered. Completed on the Client's own facts by Zatra Consultants Limited and finished by NEMBO. Tanzania Mainland first.
The pain, and the relief.
Policies nobody can find
One numbered library with a master register, so every policy has an owner, a version and a review date.
Procedures that differ by person
A standard operating procedure for each recurring task, so the work is done one way and can be audited.
A bank, an auditor or a partner asks for the procedure
The document exists, is controlled, and shows who approved it and when.
Say it, do it, record it, track it.
Every volume separates the same four layers. A policy states the requirement, a procedure performs it, a template records it and a register tracks it. 139 policies, 150 procedures and manuals, 564 templates, forms and agreements, and 180 registers, reports and dashboards make 1,033.
Policy
What the business requires.
SOP
How the work is performed, step by step. In Volume 27 this layer holds the operating manuals.
Template, form or agreement
Captures or executes the work.
Register, report or dashboard
Tracks activity as it happens.
On every document, the same control.
- Control sheet and document number, for example BOL-04-T07
- Version and effective date
- Review date and owner
- Approver and confidentiality class
- Revision history and approval record
- Distribution list
One record, ten registers.
Every document feeds one of ten registers or reads from them. Volume 20 reads all ten.
Aligned, uniform, quiet.

One standard, every volume.
The standard is fixed so that a document from any volume reads as part of one set.
Two typefaces at most
Legal documents are set in Times New Roman. Body text is black, 10 to 12 pt.
One accent
Black body text, one navy for headings and rules, greys for secondary text. No red.
No underlining
Emphasis is carried by weight and rule, never by underline.
Fixed page
A4, margins of 1 inch (2.54 cm), left aligned and ragged right, line spacing at most 1.3, running header and footer on hairlines.
Fixed order
Title page, document control, executive summary, linked contents, definitions, parts, appendices, execution block.
Real numbering
Automatic clause numbering, orphan control, and table rows that never split across pages.
Every volume, by division.
Twenty-seven volumes in thirteen divisions. Select a cover to enlarge it.

Pilot business pack
Pilot Business Pack: Practical Policies and Manuals
Tanzania first, stated plainly.
- Mainland Tanzania is the default. Where Zanzibar differs, the document says so, because Zanzibar has its own registry and revenue authority.
- Acts are cited by short title and chapter only where settled. A rate, fee, threshold or form number that has not been read at source stays a completion field.
- Government and regulator charges are shown at the official rate, never marked up.
- Court representation, notarisation, oaths, formal opinions, wills, share transfers and security instruments carry execution and certification by an advocate.
Completed, not blank.
The Client shares the business facts once. Zatra Consultants completes each document on them and NEMBO finishes it to the standard. A single policy or register is targeted in hours. A full operating set is scoped on the number of documents and dated in the written quote.
Operating Library questions.
Is the library a set of blank templates?
No. Each document is completed on the Client's own facts by Zatra Consultants Limited and finished by NEMBO to the library standard.
How many documents are in the library?
1,033 controlled documents in 27 volumes: 139 policies, 150 procedures and manuals, 564 templates, forms and agreements, and 180 registers, reports and dashboards.
Why a fixed typographic standard?
It makes documents from every volume read as one set: two typefaces at most, one accent, fixed margins and no underlining. Emphasis is carried by weight and rule.
Does the library cover Zanzibar?
Mainland Tanzania is the default. Where Zanzibar differs, the document says so and the position is confirmed separately.
Who approves legal documents?
Documents that need an advocate carry execution and certification by an advocate. The library does not replace one.
Ready when the facts are.
Replies are targeted within four working hours. The price is on this site; the only thing left to agree is the start date.
