How does a company register on NeST and what does a Tanzanian tender ask it to prove?

PPRA's Uses of NeST guidelines, approved 29 July 2025, make registration complete after proof of qualifications, PPRA approval and payment of the fee, renewed every twelve months by business line. Fees run through an e-wallet and GePG control number, and every task needs a digital signature. A live bank tender asked for 17 documents, including tax clearance and audited accounts.

Registering on NeST, and what a Tanzanian tender asks a company to prove: cover

Azania Bank invited tenders for courier services on 22 February 2023 and opened them at 2:00 p.m. on 7 March 2023. That is 13 calendar days. The checklist listed 16 documents, and the tender data sheet added a form of integrity, making 17. A company that began collecting its tax clearance certificate, notarised power of attorney and two years of audited accounts on the day of the notice had less than two weeks to finish 3.

The tension is familiar to any company that bids: the documents exist, but they are scattered across the TRA, a notary, an auditor, three clients and an insurer. The Azania checklist warned that a missing stated document may result in a non-compliant bid. This note sets out what PPRA's NeST guidelines require for registration, what one live tender and PPRA's standard document ask a bidder to prove, and where a company profile fits among them.

What are the NeST guidelines and when did they take effect?

NeST is the National e-Procurement System run by the Public Procurement Regulatory Authority (PPRA). The Uses of NeST guidelines carry an approval date of 29 July 2025 and an effective date of 30 July 2025 on the cover 1. The guidelines state that they come into force from the date of approval by the Board of Directors, so the two dates differ by one day, and a reader relying on either date confirms with PPRA.

NeST went live on 1 July 2023. On 11 February 2025 the Vice President directed PPRA to ensure that all public procurement runs through the system, and stated that contracts worth about TZS 14 trillion had been processed through it since launch. PPRA published that account on 12 February 2025 4.

How does registration on NeST work?

Under clause 15 of the guidelines, registration of a tenderer is complete after three things: submission of proof of qualifications, approval by the Authority, and payment of the registration fee. Registration is by business line, as the system provides, and a tenderer may register under more than one line 1.

  1. Submit proof of qualifications The tenderer uploads the qualification evidence for each business line selected.
  2. Obtain approval PPRA approves the registration. Registration is not complete until approval is given.
  3. Pay the registration fee The fee is charged under the Public Procurement Regulations, 2024. Its amount is not quoted here.

Registration renews every twelve months from the date the registration fee was paid. At renewal the tenderer updates its qualifications where applicable and pays the annual fee again 1.

How are fees paid on NeST?

Clause 40 provides for an electronic wallet. Each user deposits funds into the wallet, and the funds are consumed on services acquired in the system. Payment is collected through the Government electronic Payment Gateway (GePG) using a control number that PPRA issues annually. An unused balance stays in the wallet, and the user can view expenditure and balance details in the system 1.

The practical consequence is one of sequence. A company that pays a registration or tender participation fee needs a funded wallet first, and a wallet funded through GePG needs the current control number. Treasury staff should hold the number before the tender is open.

What does a digital signature do on NeST?

Clause 12 requires each user to sign documents or finalise any task in the system with a digital signature. The guidelines also state that the Authority is not responsible for misuse, loss or theft of a user's digital signature 1. A company therefore decides who may sign, keeps the credential under control, and records who holds it. A tender cannot be finalised by a person without one.

What did one live tender ask a company to prove?

Azania Bank's tender ABL/2023/NCS/10 for courier services was invited on 22 February 2023, with submission and opening on 7 March 2023 3. Its checklist warned that failure to provide any stated document may result in the bid being considered non-compliant. The table lists the checklist and the one further document named in the tender data sheet.

The bank did not ask for a company profile as a document. The closest item was the organisation structure. The list is one entity's, and every tender sets its own 3.

What does PPRA's standard tendering document name?

PPRA's Standard Tendering Document for Non-Consultancy Services, version PPRA/STD/NC/02/2022 of February 2022, sets the general frame a procuring entity adapts. Its clause ITT 11.1 and related provisions name the items below 2.

Items named in the standard tendering document for non-consultancy services
ItemClauseRequirement
Form of TenderITT 11.1(a)Section V format, with disclosure of commissions or gratuities to agents
Priced activity scheduleITT 11.1(b)Each lot and item listed and priced separately
Tender security or securing declarationITT 11.1(c)Amount and form set in the tender data sheet; a tender without required security is rejected
Power of attorneyITT 11.1(e)Duly notarised, authorising the signatory to commit the tenderer
Qualification documentsITT 11.1(f)Required if no prequalification was done
Eligibility documentsITT 11.1(g)National tenderers hold the relevant licences and registrations with Tanzanian statutory bodies
Conformity documentsITT 11.1(h)Show the services meet the technical specifications
Code of conductITT 11.1(i)The tenderer's code of conduct for its personnel, in the form in Section IV
Joint venture agreementITT 3.4, 3.5Attested agreement, or a signed letter of intent with the proposed agreement

The document also provides for subcontracting proposals where the tender data sheet allows them, for any subcontracted element above 10 percent of the tender price. It names TANePS as the submission channel in ITT 21.1 2. NeST is the system the 2025 guidelines govern. A tender issued today states its own submission system, and the bidder reads that statement first.

Where does a company profile fit in a tender file?

A profile does not win a tender. The evidence does. The profile is where the evidence is laid out in the order a panel reads it. In the Azania list the nearest item is the organisation structure, and in the PPRA document it is the qualification documents. A profile supports both by presenting the structure, the experience schedule with dates and values, the client list with the reference letters behind it, and an index that says which upload holds which certificate.

That is why the NEMBO investor document builds the profile around an evidence index and not a services list. The index supports a tender upload. It does not replace the tender system, the procurement authority's own forms or any document the tender names. A panel that can find the certificate in the upload reads the rest.

Worked example: readiness against a 17-item list

The example shows that readiness is counted by items outstanding and by who controls each one, and not by percentage alone. A file that is 70 percent complete can still be a late bid.

Does a Zanzibar entity follow the same steps?

Tanzania Mainland is the default for this note. NeST and the guidelines above are those of PPRA. A Zanzibar company has its own registry and its own revenue authority, so its registration and tax documents differ. The Zanzibar Revenue Authority issues a ZRA Registration Number, and a person applies to the Commissioner within fifteen days from the date of commencing business under the Tax Administration and Procedure Act No. 7 of 2009, section 5(2) 5.

Whether a given tender accepts a Zanzibar certificate in place of a Mainland one is a question for the procuring entity named in the tender. The tender document states which statutory registrations it requires, and the bidder confirms before upload.

Which financial statements does a tender panel receive?

Audited accounts for the two preceding years were on the Azania list 3. The framework behind them follows the entity's size and nature under the National Board of Accountants and Auditors. Technical Pronouncement No. 1 of 2018, effective for periods beginning on or after 1 April 2019, assigns IFRS for SMEs to commercial entities that are not public interest entities with turnover of TZS 800 million or more and total assets of TZS 400 million or more, and the Financial Reporting Standard for Micro Entities where two of three size tests are met 6. A panel reads the label on the accounts, so the label must match the entity.

What to do now

  1. Register or renew Check the date the registration fee was paid on NeST and renew within twelve months, by business line.
  2. Fund the wallet Hold the current GePG control number from PPRA and keep a deposit in the electronic wallet before a tender opens.
  3. Appoint the signatory Name who holds the digital signature and keep a record of the credential.
  4. Read the tender list first Count the items in the tender, mark the items that depend on third parties and request them on the first day.
  5. Build the evidence index Map each upload to a tender item, and use the one-page index 7 to track it.
  6. Match the label to the entity Confirm the reporting framework on the audited accounts before upload.

How Zatra Consultants and NEMBO handle this

Zatra Consultants Limited authors and checks the content and figures of the tender evidence file. NEMBO designs, produces and delivers it. Short documents, such as the evidence index, are targeted at under 30 minutes from complete details. Standard documents, such as a full company profile, take hours. Research documents are dated in the written quote.

The desk prepares the file and the index. It does not decide, and it does not guarantee, the decision of a tender board, an evaluation committee, PPRA, a procuring entity or any other authority. A tender outcome is for the procuring entity alone.

Frequently asked questions

Does a tender require a company profile?

The Azania courier tender and PPRA's non-consultancy standard document do not name a company profile as a document. Both ask for items a profile can present, such as an organisation structure, experience and references. The tender in hand states what it requires, and the bidder follows that list.

How often must NeST registration be renewed?

Every twelve months from the date the registration fee was paid, according to clause 15 of the Uses of NeST guidelines. At renewal the tenderer updates its qualifications where applicable and pays the annual fee again. A reminder set from the payment date avoids a lapse.

Can one company register under more than one business line?

Yes. The guidelines state that tenderers register according to their business lines as provided in the system and may register under more than one. Qualifications are submitted for each line, and the renewal applies by line.

What is the purpose of the e-wallet?

The wallet holds funds a user deposits so that charges for services acquired in the system can be paid from it. Deposits are collected through GePG using a control number PPRA issues annually, and the user can view expenditure and the balance in the system.

Who is responsible if a digital signature is misused?

The guidelines state that the Authority is not responsible for misuse, loss or theft of a user's digital signature. The company therefore controls who holds the credential, limits use to named officers and records any change of signatory.

Is the Azania list a model for other tenders?

It is a specimen of one procuring entity's requirements in 2023, not a standard. It is useful because it shows the usual mix of statutory certificates, financial evidence, references and forms. The next tender will differ, and its own checklist governs.

Which documents usually take longest to obtain?

The tender does not say. Items that depend on another party, such as a tax clearance certificate, a notarised power of attorney, audited accounts, client recommendation letters and insurance covers, cannot be completed by the bidder alone. They are requested first.
