Why does NEMBO not film, and what does it use instead of a camera?
NEMBO makes commercial short ad videos, animations and motion graphics without a camera or crew. Every frame comes from animation built in the studio, generated footage, licensed material or rushes the client already owns. With no shoot day, no travel and no venue, the scope, the five-working-day clock and the published price stay fixed for every client.

A hotel manager in Arusha asks for a 30-second advert and is met with a scheduling question: which days is the property free for a shoot? A studio that films has to ask it, because a crew, a location and a day of light are bought before any frame exists. NEMBO does not own a camera, does not hire crews and does not travel to shoot, so the question never arises.
The same boundary sets the price, the clock and the list of jobs the studio turns away. It is stated on the services page because it decides what a client receives. This note sets out where every frame comes from, what the policy makes possible, what it rules out, which published Tanzanian rules explain why a shoot is a separate job, and how a client's own footage fits.
Where does every frame in a NEMBO advert come from?
Every frame comes from one of four places: animation built in the studio, generated footage, licensed material, or rushes the client already owns 1. The studio makes commercial short ad videos, animations and motion graphics. It does not film.
- Animation built in the studio: 2D and 3D scenes, kinetic type and motion graphics.
- Generated footage: sequences generated in software, reviewed by a person.
- Licensed material: footage the studio licenses, used within the terms of that licence.
- Client rushes: footage and stills the client already owns, supplied with the brief 1.
A person reviews every frame before it ships. Software and generated material are part of the pipeline in the way a render farm is part of a studio. The work is sold as delivered video, never as a technology.
Why does location not change the price?
Serving a client in Denver costs the studio what serving a client in Dar es Salaam costs, because nothing in the work depends on where the client is. There is no travel, no accommodation, no location fee and no shoot day to schedule around a venue.
The prices still differ between the two ladders, because the home ladder is set in shillings and the export ladder is set at the published global rate in dollars 5. Mark One is TZS 350,000 on the home ladder and USD 500 on the export ladder 45. The difference comes from how each ladder is set, not from any cost of reaching the client.
What does a fixed pipeline make possible?
A pipeline that does not depend on a shoot repeats. Repetition allows a fixed scope, a published clock and a published price. The services page lists the process in order: script, storyboard or animatic, animation, voice and sound design, caption pass, internal quality check, one client review and masters 1.
- A fixed scope and a five-working-day clock, from a cleared deposit and a locked brief 1.
- Thirty-second ads in 9:16 and 1:1, with captions burned in English and Kiswahili and a separate .srt for each 12.
- A price that can be published, with the page it came from 5.

What does a shoot involve that this pipeline avoids?
A shoot carries approvals that an animated advert does not. Two published Tanzanian sources show the kind of approval involved. The first is the Films and Stage Plays Act, Chapter 230. In the revised edition read for this note, section 3(1) requires a film permit before a person directs, takes part in or assists in making a film for exhibition or sale. Section 3(2) exempts amateurs making films for private exhibition to family and friends. Section 4 sends applications to the Minister in writing, with a description of scenes and a synopsis, and section 5(1) lets the Minister grant or refuse a permit and attach conditions 6.
The second is the Tanzania Civil Aviation Authority. It states that drones must be registered, that insurance covering third-party risks is mandatory at registration, and that all drone operations in Tanzania require approval and a permit from the Authority 7. Applications go through the online system. The Authority states that non-residents apply at least 3 or 4 weeks before arriving and that residents apply about two weeks ahead 7.
| Item | Issuing body | Published position |
|---|---|---|
| Film permit | The Minister, under the Films and Stage Plays Act, Cap. 230 | Required before making a film for exhibition or sale, section 3(1); application with scenes and synopsis, section 4 |
| Drone registration | Tanzania Civil Aviation Authority | Drones must be registered; third-party insurance is mandatory at registration |
| Drone operation | Tanzania Civil Aviation Authority | Approval and permit for all operations; permits are usually location-specific |
| Drone height | Tanzania Civil Aviation Authority | Up to 120 metres (400 feet) above ground level; lower limits near airports |
| Night flight | Tanzania Civil Aviation Authority | A special permit |
These are the published positions, not advice on a particular job. Whether a given advertisement counts as a film for exhibition or sale under the Act, and whether the revised edition read here has since been amended, are matters the client confirms with the issuing authorities named in the Act and by the Authority. The sources read are Mainland publications. A shoot or an advertisement in Zanzibar needs separate confirmation there, because Zanzibar has its own registry and revenue authority.
What does the studio rule out, and where does the buyer go instead?
Documentaries, event coverage and product photography all need a shoot. The studio does not take them. If a job needs a shoot, the studio names a production house in Dar es Salaam that does it properly, and it takes the animation work that follows.
The boundary is also stated in Kiswahili on the price page. A factory owner who asks whether the studio can photograph the premises is told no: the studio edits and animates footage that exists, and where none exists it names a Dar es Salaam company that does the filming 4. Stating the answer in advance saves both sides a week.
Can a client use footage it already owns?
Yes. The brief lists footage and stills already owned among the items a client supplies 1. The company profile package likewise asks for photographs the client owns 3. The studio edits, animates and captions them. It does not reshoot them.
Ownership of rushes deserves a check before they are sent. The Copyright and Neighbouring Rights Act, Chapter 218, in the version current at 31 December 2023, lists cinematographic and other audio-visual works among protected works in section 5(2)(f). Under section 17(2) the original owner of the economic right is the co-author who exercised actual supervision and made an actual intellectual contribution. Under section 20(8) an exclusive licence is valid only if it is the subject of a written contract signed by the parties, and section 19(2) requires an assignment to be in writing 8.
For a client, this means that footage shot by a former agency, a freelancer or a supplier may not belong to the client unless a written grant says so. The same applies to music in the footage. The client confirms the position in writing before the rushes are supplied, and the studio works from what the written grant allows.
| Source of the frames | Who supplies it | Check before use |
|---|---|---|
| Animation built in the studio | Studio | Brief and script approved by the client |
| Generated footage | Studio | Reviewed frame by frame by a person |
| Licensed material | Studio | Licence terms confirmed before use |
| Client rushes | Client | Written confirmation that the client holds the rights, including music and people shown |
What does a project look like from deposit to delivery?
The example shows why the schedule can be published. Every date follows from two events, the cleared deposit and the locked brief, and neither depends on a venue, a crew or the weather.
Who owns the files after delivery?
The company profile package states the position for its deliverables: the client owns the print PDF, the screen PDF, the editable source and the film masters 3. The motion services page states that a ProRes 422 HQ master is available on request for 2D and 3D animation and that the project file is kept for 12 months 1.
The package pages read for this note do not state ownership or licence terms for the masters of a Mark One advert. Those terms, including any limit on licensed material used inside the advert, are set in the written order, and the client reads them before paying the deposit. For works made on commission, the Copyright and Neighbouring Rights Act has its own provision on acceptance of a commissioned work, in section 26, which is one more reason to settle the terms in writing 8.
What does a client in another country need to know?
A client abroad deals with the same pipeline and the same clock. The work is delivered from Dar es Salaam, priced on the export ladder in US dollars, and captioned in English and Kiswahili 5. Because nothing in the work needs a visit, the only inputs are files and approvals sent by message.
A client abroad sends the brand assets and the proposition, approves the script and the animatic, and reviews the cut. It also confirms rights for any footage it supplies. Where the footage was made abroad, the client's own adviser confirms the foreign position, in addition to the Tanzanian provisions cited here, because the studio does not advise on foreign law.
Does the boundary ever limit the work?
It does. A buyer who wants a founder's interview filmed on site, a launch event recorded or a product photographed on a shelf needs a shoot, and the studio does not take that part. The boundary is a positioning decision, and it costs the studio those jobs.
What the studio gains is a narrower promise that it can keep. It sells video from software, generated footage, licensed material or client rushes, at a published price and on a fixed clock. A buyer who needs a shoot is told so at the first message and is sent to a production house, and animation work that follows is taken on the ordinary ladder.
How Zatra Consultants and NEMBO handle this
Zatra Consultants Limited authors and checks the content and the figures. NEMBO designs, produces and delivers. Short documents are targeted at under 30 minutes from complete details, standard documents take hours, and research documents are dated in the written quote. A video package runs on its own clock of five working days from a cleared deposit and a locked brief 1.
No outcome is promised. The desk does not decide or guarantee any platform's approval of an advert, any authority's decision on a permit, or the result of paid media. Where a job needs a permit or a shoot, the issuing authority and the production house hold that decision.
What to do now
- Decide whether the job needs a shoot A documentary, event coverage or product photography does. An advert built from animation, generated footage, licensed material or rushes already owned does not.
- List the footage already owned Gather rushes and stills, with the contract or message that shows who shot them and who holds the rights.
- Confirm rights in writing Obtain a written grant for footage, music and any person shown, signed by the party that holds the rights.
- Send the brief Supply the logo in SVG or EPS, the palette, the single proposition and the destination URL.
- Pay the deposit Pay 50 per cent. The five working days run from a cleared deposit and a locked brief.

Frequently asked questions
Does the studio ever work from a client's own video?
Yes. Footage and stills the client already owns are supplied with the brief, then edited, animated and captioned. The client confirms in writing that it holds the rights, including music and any person shown, before sending the files.
What formats does an advert come in?
A standard advert is 30 seconds, delivered as H.264 MP4 at 1080 by 1920 and 1080 by 1080, with a 1920 by 1080 version on request. Captions are burned in English and Kiswahili, with a separate .srt for each language.
What happens when a job does need a shoot?
The studio says so at the first message and names a production house in Dar es Salaam that does the filming. The animation work that follows the shoot is taken on the ordinary ladder.
Who reviews the finished frames?
A person reviews every frame before it ships. Software and generated material are part of the pipeline, and the client receives delivered video with one review round on the cut.
Can the clock be shortened?
The published clock is five working days from a cleared deposit and a locked brief. Animation beyond 60 seconds is scoped in five-day blocks. The clock starts only when both are in place, so a late brief starts it later.
Is a drone shot ever included?
No, because the studio does not film. A buyer who commissions drone footage from a production house needs the operator to hold the approvals the Tanzania Civil Aviation Authority publishes, and may then supply that footage as rushes.
How long are the project files kept?
The services page states that the project file is kept for 12 months, and that a ProRes 422 HQ master is available on request for 2D and 3D animation. Other retention terms are set in the written order.
